Jorge is a seasoned management consultant and strategic leader with over 27 years of experience driving operational excellence, process governance, and complex program delivery. He specializes in helping large-scale, highly regulated organizations transition from siloed, functional models to process-centric architectures. Jorge has extensive experience navigating the fiscal and operational rigidities of the public and federal sectors, applying the same level of risk management and control precision required in the financial services industry. Jorge excels in establishing enterprise-wide process inventories and designing accountability frameworks that link strategy to execution. He has led comprehensive workload assessments and process mapping engagements for major federal bureau to optimize resource allocation and define process ownership. His expertise spans the full lifecycle of Operational Excellence, from defining process hierarchies and standardization to developing robust Key Performance Indicator (KPI) methodologies that ensure continuous measurement and transparency.

Prior to joining Socorro Partners, Jorge served as Vice President at Fraga Consulting Group and Senior Manager at JRD & Associates, where he managed the firm’s most complex portfolios for federal agencies such as the Department of Homeland Security and the National Oceanic and Atmospheric Administration. Early in his career, he was a Manager at Accenture, where he led large-scale technology and process integrations for major telecommunications clients, including managing the operational transition and process blueprints for major corporate acquisitions.

Jorge is a Certified Six Sigma Black Belt (CSSBB) and a Project Management Professional (PMP). He holds both a Master of Business Administration and a Bachelor of Science in Industrial Engineering from the University of Florida. He is fluent in English and Spanish.
